PURPOSE:
HDR Engineering, Inc. is being requested to provide additional design services for Liberty Road Phase III Water and Sewer Improvements project. City Council approval of a contract in the amount of $265,968 is requested.
BACKGROUND:
The Professional Services of HDR Engineering, Inc. of the Carolinas (“HDR”) are requested to perform additional design services necessary to extend water and sewer utilities to the Greensboro-Randolph Mega Site. Services provided by HDR include design services, additional easement acquisition, survey services, and permitting services for Phase III of the project. The purpose of the project is to design an additional 16” water main from the end of Phase I near Bora Road down to a termination point near Bowman Dairy Road. The project also includes force main piping from the end of Phase I at Bora to a point near the intersection of Julian Airport Road and US Highway 421. The Liberty Road Water and Sewer Improvements Phase III is the third phase to expand water and sewer to the southeast section of Greensboro. This is also the third phase of providing water and sewer to the Megasite area. The City decided to follow the phasing approach to make the best use of available funding and so the contracts are more manageable during construction.
The Water Resources Department issued a Request for Qualification (RFQ) on March 4, 2015 to potential engineering firms and the SOQ submitted by HDR received the highest score. Because HDR performed the original design prior to implementation of the phased approach, they were needed for this contract, which adds additional infrastructure within the original design limits. The CA project team will consist of MLA. MLA is a local MBE and their utilization is 14.85% of the contract amount.
BUDGET IMPACT:
Funding is budgeted in Water Resources Capital Fund account 507-7013-01.5410 in the amount of $265,968. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends approval and award of the design services contract to HDR for the Liberty Road Phase III Water and Sewer Improvements Design Services Project and the associated budget adjustment.
