PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with HDR Engineering, Inc. of the Carolinas, to provide SCADA Support Services for Townsend and Mitchell Water Treatment Plants.

 

BACKGROUND:

The Water Resources Department utilizes a sophisticated Supervisory Control and Data Acquisition System (SCADA) to monitor and control the drinking water systems.  These systems require additional safety, resiliency, and cybersecurity protections.  The SCADA system(s) are protected assets of the City and are vital to the treatment and control of the drinking water supply. The project includes the creation of a virtual private network (VPN) tunnel between the two water plant SCADA control systems for crisis management. In addition, it includes the setup of an enterprise historian server for expanded data storage/management and the migration of IP addresses on devices at the Mitchell Plant. Finally, the project would include an alarm system support to comply with current standards and provide training to staff on all changes/additions.

 

HDR, a Water Resources on-call professional service firm, has been selected for the project due to their experience with control system integration services.  HDR was involved with the recently completed Townsend Water Treatment Plant Improvements, among other projects, and is thoroughly familiar with the SCADA systems. For this contract, the project team will consist of HDR and SAMR, PLLC a local MBE, and their utilization is 10% of the contract amount.

 

BUDGET IMPACT:

Funding is budgeted in Water Resources operation and maintenance accounts 501-7023-01.5429 in the amount of $75,000.00, and 501-7025-01.5429 in the amount of $75,000.00.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with HDR Engineering, Inc. of the Carolinas in the amount of $150,000.00.
