PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with CDM Smith Inc. to provide design services for the Lake Daniel Clearwell Structural Repairs Design Project. City Council approval of a contract in the amount of $514,100 is requested.

BACKGROUND:

The Lake Daniel Clearwell is an eleven million gallon finished water storage tank that was modified to its current form in 2000.  This large, enclosed concrete tank is part of the drinking water treatment process train at the Mitchell Water Treatment Plant.  The Lake Daniel Clearwell is the primary treatment that provides contact time for the proper disinfection of the water.  This reinforced concrete structure is exposed to a corrosive environment and based on an investigation performed maintenance is required.  Proposed repairs will return the clearwell to the required level of service dependability. Water Resources utilized CDM Smith Inc. for a recent, planned inspection.  The structural repairs and various replacement of appurtenances are detailed in the report.

CDM Smith Inc. was selected to the Water Resources on call in November 2019.  The design team assembled for this project includes the following MWBE professional service firms: SAMR, PLLC., (MBE) and TFF Architects & Planners, (WBE).  The MBE participation of the overall contract is 12.43% and the WBE participation is 1.52% of the contract amount.

BUDGET IMPACT:

Funding is budgeted in Water Resources Operations Fund account 501.7023.01.5413 in the amount of $248,000.00 for year one and $266,100.00 for year two, provided that sufficient appropriations are approved by City Council in succeeding fiscal years.

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with CDM Smith Inc. in the amount of $514,100.00.
