PURPOSE:

Hydrostructures, P.A. is being requested to provide sanitary sewer assessment services for rehabilitation of gravity sanitary sewer. Assessment services include temporary flow monitoring of mini sewer basins and smoke testing of gravity sanitary sewer basins. City Council approval of a contract in the amount of $306,000 is requested.

 

BACKGROUND:

The Water Resources Department has an established program for sanitary sewer rehabilitation that helps renew aged infrastructure.  The assessment services are vital field inspections that help guide rehabilitation areas and determine the validity and effectiveness of pre and post rehabilitated sewer basins.As part of this program, field assessments are conducted to identify areas that have high infiltration and inflow.  These field assessments include temporary flow monitoring and smoke testing of gravity sewer.  Hydrostructures, P.A. has the knowledge and equipment to provide these field assessments.  These field assessments provide a snapshot of the infiltration and inflow that can consume capacity within the sewer system and defects in the sewer that result in infiltration and inflow entering pipes.   This contract is for the field assessment work that provides data to the overall sanitary sewer evaluation program.   

 

Hydrostuctures, P.A. will provide and install temporary flow monitors and supplemental rain gauges, conduct smoke testing and will monitor and report on the data to ensure quality control of the field assessments.  This assessment data provides support to the Engineering Division to better identify gravity sewer for rehabilitation. For this contract, the project team will consist of JC Waller and Associates (MBE) with utilizations of 34% of the total contract amount.

 

BUDGET IMPACT:

Funding for this project is budgeted in the Water Resources Enterprise Fund account 501-7081-01.5413 in the amount of $306,000.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends and requests that City Council approve the contract with Hydrostructures, P.A. in the amount of $306,000.
