PURPOSE:
City Council is being requested to approve the award of Contract Number 2019-0500 to Bar Construction, Inc. for the completion of parking and lighting improvements at Glenwood Community Recreation Center for the Parks and Recreation Department of the City of Greensboro.

BACKGROUND:
Due to a large number of regulars users, programs, and activities, Glenwood Community Recreation Center frequently encounters traffic and parking issues due to lack of spaces at the site. In order to temporarily help resolve this issue, the Parks and Recreation Department has utilized a shared use agreement with Coliseum Blvd Church of Christ since 2016 for overflow parking between both sites. Over the past year, the concept of a new traffic flow and expansion of parking lots has been jointly designed and approved by both parties, to address the overall deteriorated parking lot conditions and traffic flow issues at both sites. This project is being funded with 2016 Bond funds and will include a partial reimbursement from the Coliseum Blvd Church of Christ. The project will include 15 additional parking spaces, improved flow of traffic, the removal and replacement of existing power lines with underground service for better connections between the parcels, and new lighting for the Center's multipurpose field.
The project was bid on January 31, 2020 and a bid-opening was held on March 12, 2020. Four bids were received. The lowest responsive bid with a base bid of $489,300 and alternate bid of $193,500 was Bar...
