PURPOSE:
City Council approval is requested for a change order to Contract 2018-052A for the Freeman Mill Road Bridge Maintenance and Repair Project. To account for work associated with additional concrete failures, approval is required for this change order, with Lanford Brothers Company, Inc. for $525,000.00.

BACKGROUND:
This work consists of all labor, equipment, and materials for joint demolition and reconstruction, construction of concrete headers, installation of pourable silicone joint sealant, saline deck treatment, substructure repairs, structural beam and steel beam end repairs, bridge jacking, new paint, disposal of waste materials, and seeding/mulching.

The additional costs are due to the addition of work for additional concrete and steel failures discovered after repairs had begun. The original contract amount was $1,462,738.60. The approval of change order #1 is for $525,000.00. With this change order amount of $525,000, this will make the new contract value $1,987,738.60.

While the contractor's MWBE participation for the construction phase services were WBE 3.01%, this additional work is majority within the prime's scope. Though additional subcontractor utilization is proposed within this change order, the overall WBE participation will be 2.96% as reflected in the MWBE memo attached to this item.
