PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with Kimley-Horn and Associates, Inc. to provide design services for the Greensboro Arboretum Stream Restoration project

 

BACKGROUND:

The Greensboro Arboretum Stream Restoration is needed to improve stream bank stabilization and to avoid potential issues within the public park setting.  The purpose of the project is to design a stream restoration project to stabilize the stream banks while also improving water quality. The project consists of approximately 2,000 linear feet of stream restoration along North Buffalo Creek.  North Buffalo Creek, the stream that travels through the Arboretum, has experienced significant erosion that if allowed to continue, will impact the pedestrian trail and footbridges that cross the stream. The stream has been mapped by FEMA and will require extensive floodplain modeling and a no-rise certification. Work under this contract consists of project management and administration, design, permitting, bidding and additional services related with the design of the project.

 

The professional services of Kimley-Horn, a Water Resources on-call consultant, are recommended for this project. The design team for the overall contract includes CH Engineering, PLLC (WBE), Falcon Engineering, Inc. (WBE), CriTek Engineering Group, P.C. (MBE) and Three Oaks Engineering (WBE).  Kimley-Horn will provide the majority of the design services including the floodplain modeling and project coordination. CH Engineering will provide surveying.  Falcon Engineering will provide geotechnical services. CriTek Engineering will perform erosion control design and permitting, bid phase services and construction observation for the project. Three Oaks Engineering will provide 401/404 permitting for the project.  The MBE participation of the overall contract is 8.18 % of the contract amount and the WBE participation of the overall contract is 27.98 %.

BUDGET IMPACT:

Funding is budgeted in the Stormwater Capital Improvements Fund account 506-7019-02.5410 in the amount of $339,984.00.  A budget adjustment is needed to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with Kimley-Horn and Associates, Inc. in the amount of $339,984.00 and the associated budget adjustment.
