PURPOSE:
The bids for Contract 2014-053 (EB-5518) Latham Park Greenway Improvement Project, have been received. In order for work to proceed, City Council approval is requested for award of the contract to Atlantic Contracting Company, Inc. in the amount of $473,774.00.
BACKGROUND:
The work consists of all labor, equipment, and materials required for installation of roadway improvements: fine grading, storm drainage, asphalt paving, pavement markings, erosion control, and ADA compliant concrete curb cuts and driveways.
The bids were opened on February 13, 2020 and the apparent lowest, responsive, responsible bidder is Atlantic Contracting Company, Inc. (Greensboro, NC) with a bid of $473,774.00.
The DBE goal was 2.0%.
The contractor’s commitment is DBE 2.1%.
This is a Federal funded contract and is subject to 80% reimbursement by the NCDOT/FHWA. Federally funded contracts are exempt from the MWBE program plan.

The proposed date of start for construction is June 8, 2020. The proposed date of completion is December 8, 2020.
BUDGET IMPACT:
This project will be funded from the following accounts:

$112,781 471-4502-15.6015 A11132 2008 Transportation Bond Fund
$473,774
Transportation staff will seek additional grant funds to reduce the amount of bond funds required for this project. A budget adjustment is required to move funds to the appropriate accounts.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and GDOT that City Council approve the bid and award Contract 2014-053 (EB-5518), Latham Park Greenway Improvement Project, to Atlantic Contracting Company, Inc. for the bid amount of $473,774.00.
