PURPOSE:

City Council is being requested to approve Change Order No.1 in the amount of $103,000 for Contract Number 2019-030 to W.C. Construction Company, LLC for the completion of the shared maintenance building for Barber Park and Gateway Gardens for the Parks and Recreation Department of the City of Greensboro.

BACKGROUND:

The original Barber Park Master Plan was completed in 2003. In a subsequent update, the plan recommended the development of a new community event center/tribute to women and a new shared maintenance building to support operations of facilities and amenities within the Innovation District. The new event center and Ruth Wicker Tribute to Women was completed in January 2019. The maintenance building portion of the project was initially bid in December 2015, but was delayed due to funding constraints.  Funding for the completion of the building was allocated in the 2016 voter approved bonds.

City Council approved Contract #2019-030 in the amount of $2,270,000 on May 21, 2019 for award to W.C. Construction, LLC.  The contractor met the MWBE established goals of MBE 8.00% and WBE 7.00% at the time of award.

As part of the project bid package, there were five alternates included in the original bid package from W.C. Construction, LLC. At the time of the contract approval, none of the alternates were accepted. Alternate #1 and Alternate #2 were transferred to the contingency allowance and the Alternate #3 for geogrid services and gravel in the parking lot was determined during construction to be needed to complete the parking area due to increase amount of unsuitable soils. The addition of Alternate #3 will increase the total contract value by $103,000. The MBE utilization for this project will decrease to 7% and the M/WBE Office supports the change. The WBE utilization 7% will remain the same. See attached letter from the MWBE Office.

BUDGET IMPACT:

The total contract amount will increase to $2,373,000, which includes the $103,000 change order. Funding for this contract is budgeted in account number 482-5001-01.6019.

 RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council approve Change Order No.1 for Contract #2019-030 with W.C. Construction Company, LLC for the completion of the shared maintenance building for Barber Park and Gateway Gardens, in the amount of $103,000 for a total contract amount of $2,373,000.
