PURPOSE:
A budget ordinance is required to increase the FY 2019-2020 Transit Operations appropriation with additional revenues from Ad Valorem Tax for the SCAT I-Ride Service.
BACKGROUND:
Current year Ad Valorem Revenues as part of the Transit Operations FY 2019-2020 are higher than the budgeted revenue. GTA will appropriate the additional revenues to support the SCAT I-Ride service new contract.
Previously, the City entered into a contract with UZURV Holdings beginning February 1, 2019 through December 31, 2019 to provide alternative transportation options to eligible riders of the Specialized Community Area Transportation (SCAT) paratransit service. The total costs for this service was $155,000. During this period, there was a total of 8,256 trips made by 323 riders using this service.
Due to the overall success and increased demand for SCAT I-Ride services, additional appropriations in the amount of $98,000 are needed to support a new contract with UZURV Holdings to continue for the period of March 1, 2020 through June 30, 2020.
During this four month period, staff will prepare and issue a Request for Proposal to allow other potential transportation service providers the opportunity to bid on the SCAT I-Ride Program with the intent to begin July 1, 2020 if funding is approved within GTA's Proposed FY 2020-2021 Transit Operations Budget.
BUDGET IMPACT:
Increase the appropriation for the FY 2019-2020 Transit Operations Budget by $98,000 to cover the operating costs associated with the SCAT I-Ride Program.
