PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with Freese and Nichols, Inc. to provide design services for the Camp Burton Water and Sewer Utilities Project.

 

BACKGROUND:

The purpose of the project is to design water and sewer extensions to Camp Burton Road. The United States Army is proposing to develop an Army Reserve Center on the Camp Burton property. The extension of water and sewer to the proposed Camp Burton site will increase the city’s service area by approximately 2,100 acres. A 12-inch waterline would need to be extended northward along Rankin Mill Rd from Huffine Mill Rd to Camp Burton Rd and from the Camp Burton Road intersection with Rankin Mill Rd, a 12-inch line would extend westward until it crosses the property frontage.

 

Sewer will also have to be extended to the site by designing a lift station and force main in the area and an associated gravity sewer to serve the overall sewer basin.  Extending the sewer to the area will allow sewer to the basin in its entirety.  Furthermore, the lift extension will help with the removal of the Corbin Road Lift Station which experiences significant flooding, and results in sanitary sewer overflows into a tributary of North Buffalo Creek.  The lift station will also allow for the eventual removal of three other lift stations that are nearing capacity. 

 

Freese and Nichols, Inc. was selected to the Water Resources on-call list in November 2019.  The design team assembled for this project includes the following MWBE professional service firms: CriTek Engineering Group, PC; SAMR, PLLC; Stewart Engineering Inc.; Falcon Engineering, Inc.; Taylor Engineering and Consulting, PLLC; and Westcott Small Associates, PLLC.   The MBE participation of the overall contract is 24.39% and the WBE participation is 18.64% of the contract amount.

 

BUDGET IMPACT:

Funding is budgeted in the Water Resources Capital Improvements Fund account 503-7029-01.5410 in the amount of $2,377,160.  A budget adjustment is needed to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with Freese and Nichols in the amount of $2,377,160 and the associated budget adjustment.
