PURPOSE:

Arcadis G&M of NC, Inc. is being requested to provide engineering services for the Townsend Water Treatment Plant Major Electrical Upgrade Phase II Project.  City Council approval of a contract in the amount of $2,385,000 is requested.

 

BACKGROUND:

The Townsend Water Treatment Plant electrical system was partially upgraded in past years during a first phase construction project.  The work replaced some of the outdated electrical equipment and major electrical gear that serves the plant.  One new emergency generator was installed as well as some necessary electrical equipment to serve electrical power to the head of the plant.  A new large pump that serves low flow ranges for the finished water service was installed and a select amount of mid-level system equipment was replaced.

 

Water Resources’ improvement planning includes this second phase of electrical modernization of the Townsend plant.  Particularly, adding a second emergency generator that will allow for complete plant-wide electrical back up service during power outages.  In addition, the remaining outdated electrical equipment is slated to be replaced as well as the largest pump and motor that serves higher flow ranges.  The project will replace other ancillary aged equipment such as the sludge collectors.  The SCADA and instrumentation control system will require updates and additions.  Lastly, chemical piping to various points around the site will be added.

 

Arcadis G&M of NC, Inc. a current on-call consultant, was selected due to their successful involvement of Phase I and for system design continuity.  The design team for this project includes the following MWBE professional service firms: CITI, LLC.; SAMR PLLC; Stewart Engineering Inc.; Sherman Ata, Architect, PLLC; and Taylor Engineering.   The MBE participation of the overall contract is 8.09% and the WBE participation is 5.66% of the contract amount. The project construction is approved by the M/WBE Good Faith Committee for CMAR delivery method.  A second phase of this design contract will be forthcoming to support the CMAR construction.

 

BUDGET IMPACT:

Funding is budgeted in the Water Resources Capital Improvements Fund account 503-7029-04.5410 in the amount of $2,385,000.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with Arcadis G&M of NC, Inc. in the amount of $2,385,000.
