PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with Davis-Martin-Powell & Associates to provide design services for the North Buffalo Creek Streambank Stabilization projects.

 

BACKGROUND:

 

The North Buffalo Streambank Stabilization projects are needed to repair stream bank erosion and avoid further issues within Lake Daniel Park. There are two projects associated with this contract.  The first is around the pedestrian bridge where severe erosion has undermined the foundation.  The second is in the vicinity of an abandoned overhead transmission tower foundation that is causing significant erosion.  The purpose of the contract is to design these streambank stabilization projects to stabilize the stream banks. The stream has been mapped by FEMA and will require extensive floodplain modeling and a no-rise certification. Work under this contract consists of project management and administration, design, permitting, bidding and additional services related with the design of the project.

 

The professional services of DMP’s team are recommended for this project. The design team for the overall contract includes Carolina Ecosystems, CriTek Engineering, Jewell - LJB, Kris Bass Engineering and Terracon.  DMP will provide surveying services and project coordination. Carolina Ecosystems will provide wetland delineation and stream buffer determinations.  CriTek Engineering will perform erosion control design and permitting for the project. Jewell - LJB, in consultation with Kris Bass Engineering, will provide stream bank stabilization design and floodplain modeling. Terracon will provide geotechnical services as needed for each location.  The MBE participation of the overall contract is 11.97 % of the contract amount. CriTek Engineering is a Minority Business Enterprise firm within the twenty-seven county MSA and part of the DMP’s on-call services team.

BUDGET IMPACT:

Funding is budgeted in Water Resources Capital Improvements Fund account 506-7019-02.5410 in the amount of $104,400.00.  A budget adjustment is needed to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with Davis-Martin-Powell & Associates in the amount of $104,400.00 and associated budget adjustment.
