PURPOSE:
City Council approval is requested to authorize water and sewer connections to serve facilities to be located at 4924 Tapawingo Trail and 4922 Millpoint Road. City Council approval is required for exceptions to the City of Greensboro policy for water and sewer extensions outside the corporate limits. The proposed utility connections are in Growth Tier 3, which requires annexation under policy. The property cannot be immediately annexed because the City is unable to provide all City services to this location at this time, and does not meet the economic development criteria stipulated within the City of Greensboro Policy for Water and Sewer Services “Outside the Corporate Limits” adopted with amendments by City Council on May 20, 2014.
BACKGROUND:
On November 18, 2019, the Water Resources Department received a request for water and sewer connections for the Camp Weaver YMCA facility located in Guilford County at 4924 Tapawingo Trail and 4922 Millpoint Road. Water and sewer will have to be extended to serve the site. The closest water line is located north and west of I-85 along Youngs Mill Road. The closest sewer line, Youngs Mill Outfall, is currently under construction and will be located north of the property near 1704 Brookhaven Mill Road. The YMCA of Greensboro, Inc. requested the connections due to non-compliance with their wastewater permit; therefore the project meets the public necessity requirements.
Since the property is located in Tier 3 and cannot be annexed at this time, the City of Greensboro Water and Sewer Services “Outside the Corporate Limits” policy does not administratively allow approval of this type of request, and a specific authorization is requested to be approved by Council.
BUDGET IMPACT:
There is no budget impact to the City. The property owner is responsible for all costs associated with the water and sewer connections to serve the proposed development. The outside of the city water and sewer rate will be charged for water and sewer services.
RECOMMENDATION / ACTION REQUESTED:
It is requested that City Council authorize water and sewer connections to serve 4924 Tapawingo Trail and 4922 Millpoint Road requested by the YMCA of Greensboro, Inc. in Guilford County by means of an exception to the City of Greensboro Policy for Water and Sewer Services “Outside the Corporate Limits.”
