PURPOSE:
Stantec Consulting Services, Inc is being requested to provide engineering services for the North Buffalo Creek Watershed Study. City Council approval of a contract in the amount of $233,800 is requested.

BACKGROUND:
The North Buffalo Creek watershed is a highly developed, urbanized basin that has historically reported flooding issues at several locations within the watershed. The purpose of the North Buffalo Creek Watershed Study is to develop a more accurate floodplain model of the watershed. The model will be used to analyze existing conditions and to determine potential alternatives for improvements.

The professional services of Stantec, a floodplain management services on-call consultant, are being requested for floodplain modeling and support for the study. The scope of services also includes data collection to support the development of the floodplain modeling analysis community outreach. In 2017, Stantec performed a high-level evaluation of the North Buffalo Creek watershed to assess the potential for feasible flood risk reduction solutions in the watershed. For this contract, the project team will consist of Stantec, JC Waller & Associates, P.C. and Taylor Engineering, PLLC. JC Waller, a local MBE, will perform survey and their utilization is 16.25% of the contract amount. Taylor Engineering, a local WBE, will perform data and public meeting support and their utilization is 2.86% of the contract amount.
