PURPOSE:
Freese and Nichols, Inc. is being requested to provide water valve criticality assessments for the water distribution system. City Council approval of a contract in the amount of $198,000 is requested.
BACKGROUND:
The Engineering Division works to prioritize and maintain infrastructure assets in the City through analysis of water distribution system data and applied engineering principles. The data collected through water distribution modeling, operational workorders, and historical databases is used to make data driven decisions about renewal and replacement of infrastructure assets. It is important for the City to determine water valve criticality and understand the impacts that a failed asset may have on the system. This knowledge helps staff to implement proactive programs to minimize water interruptions to customers during emergency repairs. Through this contract with Freese and Nichols, Inc. the vendor will help support the City through water distribution modeling, asset inventory data improvements, and prioritizing asset maintenance and replacement through a criticality analysis of water valves in the distribution system. This work is needed for support of the valve maintenance program and operations of the distribution system.
Freese and Nichols, Inc, a current Water Distribution and Sewer Collections design services on-call consultant, has expertise in water distribution modeling and experience in modeling and criticality analysis for a large variety of clients. For this contract, the project team will consist of Freese and Nichols, Inc. and Taylor Engineering and Consulting, PLLC, a local WBE, and their utilization is 20.2% of the contract amount.
BUDGET IMPACT:
Funding for this project is budgeted in the Water Resources Enterprise Fund account 501-7081-01.5413 in the amount of $198,000.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests that City Council approve the contract with, Freese and Nichols, Inc. for the Water Valve Criticality Assessment in the amount of $198,000.
