PURPOSE:
The Field Operations Department is responsible for meeting state and federal requirements to provide engineering and environmental monitoring and compliance and water quality sampling at the White Street landfill. The Department plans to award the three-year contract which will expire on December 31, 2022. The contract value is greater than $100,000, which requires City Council approval.
BACKGROUND:
The Field Operations Department maintains the services of a professional engineering firm to conduct semi-annual water quality monitoring and reporting services for the White Street Landfill permits. On September 17, 2019, Field Operations Department issued a Request for Qualifications to solicit qualified and experienced firms for professional engineering services related to water quality monitoring for the City of Greensboro. The Department is required to perform regulatory compliance activities associated with the various NCDEQ permits related to the White Street Landfill. The current contractor was selected through a qualifications based evaluation and selection system in 2019 for a three-year term.
The MWBE office was consulted for potential vendors for this work. No certified MWBE firms were found that met the full qualifications for this project. The Field Operations Department sent direct solicitation to seven vendors that typically complete this type of work in North Carolina.
The City held a mandatory pre-bid meeting at the White Street Landfill on October 2, 2019 provide prospective bidders an opportunity to tour the facility. This also served as a networking event to foster partnerships between a local M/WBE firm(s) and a solid waste firm to team up.
Three firms responded to the City’s request with their submission of proposals including:
Golder Associates, NC. Inc Local office in Greensboro
HDR Office in Charlotte, NC
S&ME, Inc. Local office in Greensboro
Each firm’s response met the following minimum qualifications:
• Complete and accurate submittal of the specific RFQ components,
• Satisfactory North Carolina corporate licensing, and
• The Project Manager must be a professional engineer or geologist licensed in North Carolina with a minimum of 5 years of directly relevant solid waste consulting experience.
A review committee of Lewis Walker, Richard Lovett, and Lorien Deaton, Anna Stoddard (Water Resources) and Shadi Zeidan (M/WBE Office) reviewed all submitted Statements of Qualifications that were received. Based on the proposals, the selection committee rated the firms on the following qualifications:
• Qualifications and Experience on similar projects and familiarity with North Carolina environmental regulations associated with waste disposal activities (25%);
• Capacity: experience with other municipalities to provide similar services. (15%);
• Understanding of the project and scope (10%);
• Ability and flexibility to deliver services (10%);
• Experience and expertise implementing innovative approaches and experience with emerging contaminants of concern (15%);
• Companies health and safety program and associated safety metrics (10%);
• Local Presence (5%); and
• M/WBE Participation (10%).
The ranking of firms based on these criteria were:
1) Golder Associates
2) S&ME, Inc.
3) HDR Engineering
Golder Associates was selected as the best qualified firm to perform services based on:
• Qualifications and experience of Golders project team;
• Golders experience and expertise implementing innovative approaches and experience with emerging contaminants of concern; and
• Their local presence in Greensboro.
Contracts for the following projects are submitted for your approval:

BUDGET IMPACT:
The contract term is for three years, estimated at $210,000 annually, and set to begin on March 2, 2020. Funding for this contract is available in the Solid Waste Management fund in account number 551-4306-04.5413.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Field Operations Department that City Council approve the resolution authorizing the contract award for White Street Landfill Water Quality to Golder Associates, NC, Inc. in the annual amount of $210,000.
