PURPOSE:
HDR Engineering, Inc. (HDR) is being requested to provide bidding and construction administration (CA) services for the Liberty Road Phase I Water and Sewer Improvements Construction Project. City Council approval of a contract in the amount of $397,786 is requested.
BACKGROUND:
The professional services of HDR are requested to perform the bidding and construction phase services necessary to extend water and sewer utilities to the Greensboro-Randolph Mega Site. The Liberty Road Water and Sewer Improvements Phase I is the first phase to expand water and sewer to the southeast section of Greensboro. The City decided to follow the phasing approach because of funding and so the contracts are more manageable during construction. Services provided by HDR included bidding, survey services, field staking, geotechnical services and design changes associated with Phase I. This project consists of approximately 17,900 linear feet of 16-inch water main and 14,000 linear feet of 16-inch sanitary sewer force main.
The Water Resources Department issued a Request for Qualification (RFQ) on March 4, 2015 to potential engineering firms and the SOQ submitted by HDR received the highest score for the design. The CA project team will consist of A1 Consulting Group, Inc., a MBE firm in the MSA and their utilization is 27.53% of the contract amount.
BUDGET IMPACT:
Funding in the amount of $397,786 is budgeted in Water Resources Extension Fund account 507-7013-01.5410. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends approval and award of the CA Services contract to HDR Engineering, Inc. for Liberty Road Phase I Water and Sewer Improvements Bidding and Construction Services Project and the associated budget adjustment.
