PURPOSE:
CITI, LLC is being requested to provide Instrumentation and Controls (I&C) Resident Engineer Services for the T.Z. Osborne Water Reclamation Facility. City Council approval of a contract in the amount of $127,373 is requested.

BACKGROUND:
The Water Reclamation Division is currently in the process of changing from Cimplicity, the legacy SCADA process control system, to Ignition, the new SCADA process control system. In 2018, plant managers decided to make this change because Ignition is a better and more up-to-date SCADA system that will help operate the plant more efficiently. During this change, the plant requires assistance with some of the support functions. Through this contract with CITI, LLC, the vendor will help support the plant by providing an I&C Engineer that will work on-site three (3) days a week to help maintain the SCADA system. The plant Electronic Techs spend most of their time working on the physical equipment and need support on maintaining the SCADA system. The I&C Engineer in this contract will spend their time maintaining the software and making minor changes to the computer system as operations makes requests. This work is needed to support operation of the plant.

CITI, a current SCADA integrations services on-call consultant, has been working on SCADA integration for the plant since 2012.
