PURPOSE:
CDM Smith, Inc. is being requested to provide Construction Administration (CA) and Resident Project Representative (RPR) services for the Townsend Water Treatment Plant (WTP) New Solids Lagoon Project. City Council approval of a contract in the amount of $742,000 is requested.
BACKGROUND:
The Townsend WTP New Solids Lagoon project consists of adding a second lagoon at the Townsend WTP. The Townsend WTP currently has a single lagoon. This has created problems complying with National Pollutant Discharge Elimination System (NPDES) permit requirements and does not allow maintenance shutdowns for repairs. A second lagoon will allow maintenance and cleaning to assist with NPDES compliance. It will also increase reliability of the plant. The second lagoon is to be located near the current lagoon. The pipe work for this project will allow parallel operation of the two lagoons so either one can be taken off-line for maintenance while the other remains in service. Instrumentation such as level meters will be used to keep track of the lagoon level in the plant SCADA system. The project also includes grading, erosion control, hauling, electrical, miscellaneous piping, seeding and mulching, concrete work, and disposal of sludge.
CDM Smith, Inc. performed a feasibility study related to this work and has also provided the design and bidding services for this project. The CA and RPR project team will consist of CDM Smith, Inc. and subcontractor John Davenport Engineering, a local MBE, and the utilization is 21.56% of the contract amount.
BUDGET IMPACT:
Funding in the amount of $742,000 is budgeted in the Water Resources Capital Improvement Fund account 503-7029-04.5410.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends approval and award of the CA and RPR Services contract to CDM Smith, Inc. for $742,000 for the Townsend New WTP Lagoon project.
