PURPOSE:
The Water Resources Department requests a change to the Rules and Regulations for the Operation of the Water and Wastewater System (Rules) to clarify existing practices of the department related to industrial pretreatment and backflow prevention. City Council approval is required for all changes to these Rules.
BACKGROUND:
Section 6.81(b) of the Charter of the City of Greensboro and Section 29-6 of the Greensboro Code of Ordinance authorizes the adoption of Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro (Rules).
Proposed revisions include clarifying language and changes including the following:
• Name change for State regulatory agency from NC Department of Environment and Natural Resources, Division of Water Quality (NC DENR-DWQ) to NC Department of Environmental Quality, Division of Water Resources (NC DEQ-DWR) (Section K, pages 5-51);
• Language added in several sections to further clarify meaning and requirements (Section K, throughout);
• Removal of duplicate/redundant language (Section K, Article V);
• Changes to three POTW Protection Criteria values to better align with recent State and NPDES changes (Section K, Article II);
• Allow for additional sector-specific surcharges (Section K, Article IX);
• Updated Public Information Section in alignment with the City’s public information policy (Section K, Article X); and
• Reference added to fees adopted by City Council in June of 2019 for noncompliance of backflow and cross-connection prevention policy in accordance with Section 29-54 (21) of the City of Greensboro Code of ordinances. (Section L, page 3).
BUDGET IMPACT:
No budget impact is expected.

Water Resources recommends and requests that City Council approve these changes to the Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro effective January 21, 2020.
