PURPOSE:

A resolution needs to be approved to authorize the amended municipal agreement with NCDOT for the Holden Road and Lindsay Street Sidewalk Project (EB-5716) to add additional federal funds.

 

BACKGROUND:

Project EB-5716, currently under construction, will construct sidewalks on the west side of Holden Road from Spring Garden Street to Meadowview Road and on the west side of Lindsay Street from Bessemer to existing sidewalk north of Murrow Boulevard. The purpose is to improve pedestrian safety, accessibility, and mobility, including for students walking to and from school. NCDOT agreed to reimburse the City for construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Strategic Transportation Investments Act prioritization process. The City Council approved execution of the funding agreement on March 15, 2016. The Department has agreed to increase its funding participation at this time based on awarded contract and estimated NCDOT oversight costs.

 

Based on actual contracted costs exceeding current available funds, NCDOT has agreed to cover 80% of additional costs using federal Transportation Alternatives Program funds with a 20% local match.

 

BUDGET IMPACT:

Funding for the amended agreement will be as follows:

 

$114,484     Federal Funds

$  28,621     2008 Bond Funds

$143,105

 

Matching funds will come from 471-4502-15.6401.  A budget adjustment is needed to move funds to the correct account. 

 

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests approval of the attached resolution authorizing the amended agreement for EB-5716: Holden Road and Lindsay Street Sidewalk Project.
