PURPOSE:
The bids for Contract 2019-048 for the Water Valve Replacement Project have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Mainlining America, LLC for $1,485,525.

BACKGROUND:
This work consists of replacement of four (4) 24-inch distribution water valves, two (2) 24-inch raw water valves, three (3) 16-inch distribution water valves, one (1) 8-inch distribution water valve, one (1) raw water surge vault with two (2) 6-inch gate valves, and one (1) owner-provided surge valve. The bids were opened on December 17, 2019 and the apparent lowest, responsible bidder is Mainlining America, LLC (Elma, NY) with a bid of $1,485,525.00.

The M/WBE utilization goal was MBE 8.0% and WBE 13.0%.
The contractor's commitment is MBE 8.0% and WBE 3.0%.
The MWBE commitment was reduced because one of the firms proposed for participation is no longer a certified WBE.

BUDGET IMPACT:
Funds in the amount of $1,485,525 for this construction contract are budgeted in the Water Resources Capital Improvement Fund account 503-7029-01.5413. A budget adjustment is needed to use this account.
