PURPOSE:

The City of Greensboro, City of High Point and Guilford County have been awarded Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY19 funding of $250,102.  It is requested that City Council approve the ordinance to enable expenditure of the funds.

 

BACKGROUND:

Edward Byrne Memorial Justice Assistance Grant (JAG) Program awards are authorized by 42 U.S.C. § 3751 (a). They are formula-based, non-competitive federal criminal justice funds which do not require a match. JAG allocations are based on violent crime and population and the local unit of government award allocations are based on their proportion of the state’s 3-year violent crime average.

 

The Greensboro Police Department will receive $172,594, less 20% of their award given to Guilford County Sheriff’s Department, for a total of $138,075.20. The GPD will use the funds for x-ray equipment for the Hazardous Device team to examine suspicious packages, cameras and trailers.

 

The High Point Police Department will receive $63,740, less 20% of their award given to Guilford County Sheriff’s Department, for a total of $50,992. They will use the funds to purchase body worn cameras, a fingerprint scanner, upgrade communication devices and a mini-robot. 

 

The Guilford County Sheriff’s Department will receive $13,768 plus 20% of Greensboro and High Point Police Departments’ awards for a total of $61,034.80. The Guilford County Sheriff’s Department is allocated 20% from the other two jurisdictions. The reallocation of the 20% occurs when a city or municipality is allocated more funds than the county, while the county bears more than 50 percent of the costs associated with prosecution or incarceration of the municipality’s Part 1 violent crimes. The department will use the funds for Mobile Data Computers, printers and associated equipment for officers.

 

BUDGET IMPACT:

This is a reimbursable grant; no match required. The funds will be housed in grant account 220-3598-01/02/03. Any expenses exceeding the JAG funding will be absorbed by each agency’s budget.

 

RECOMMENDATION / ACTION REQUESTED:

The police department requests City Council adopt the associated budget ordinance for the Appropriation of Federal Grant Funds for Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY19 in the amount of $250,102 to be distributed to the three law enforcement agencies on a reimbursement basis.
