PURPOSE:
City Council consideration is requested for a three-month contract extension with HR&A Advisors and additional funds in the amount of $21,200 to continue to develop an Affordable Housing Plan for the City of Greensboro.

BACKGROUND:
At the April 14, 2019 City Council meeting, Council approved a contract with HR&A Advisors, Inc. for Consulting Services to develop an Affordable Housing Plan. The scope of work includes an analysis of existing efforts in the City to identify gaps, propose solutions and present methods and best practices for increasing and preserving the affordable housing stock over the next ten years and to develop an implementation plan with short and long-term goals. HR&A Advisors is working with the community and City staff to develop the following deliverables:

1. Ten-Year Affordable Housing Pan
2. U.S. Department of Housing and Urban Development (HUD) Five-Year Consolidated Plan
3. Analysis of Impediments to Fair Housing Choice
4. Recommendations for the Neighborhood Development Department's organizational structure to address the goals and objectives identified in the Ten-Year Affordable Housing Plan

The deliverables remain the same - the scope of work is being enhanced to allow for additional community engagement and refinement of recommendations based on feedback.

BUDGET IMPACT:
The current contract of $267,000 is encumbered under contract #2019-5136. The addition of $21,200 in bond funds equates to a new contract total of $288,200.
