PURPOSE:
City Council approval is requested for Change Order #1 to Contract 2017-0600 for design of the perimeter security fence for the Mitchell Water Treatment Plant project. This change order is for additional surveying and design work due to the purchase of property adjacent to the Mitchell Water Treatment Plant.
BACKGROUND:
The existing perimeter fencing around the Mitchell Water Treatment Plant does not comply with Department of Homeland Security recommendations. In September 2017, Davis-Martin-Powell and Associates was selected through the Water Resources Engineering on-call program to provide a design of a fence that is compliant with the Department of Homeland Security recommendations and is visually appealing due to the Downtown Greenway running right beside the plant. In January 2019, the City purchased property north of the plant. This property will be used to address future treatment needs for the facility. The additional property also abuts the Downtown Greenway. The aesthetically pleasing fence will need to be designed along this portion. The additional properties will also require surveying to determine the impervious area for stormwater requirements. The properties will also be recombined with the current Mitchell Water Treatment Plant to form one parcel.
Davis-Martin-Powell and Associates will continue to use J.C. Waller & Associates, PC, a local MBE, as a subcontractor on the project. With this Change Order, the proposed commitment to the subcontractor will increase $27,800 to a total of $72,700 or 36.8% of the total contract amount.
BUDGET IMPACT:
Funding is budgeted in the Water Resources Enterprise Fund Account 501-7023-01.5410 in the amount of $109,600.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests that City Council approve this Change Order #1 for $109,600 on Contract 2017-0600 to Davis-Martin-Powell and Associates.
