PURPOSE:
The Field Operations Department is responsible for meeting state and federal requirements to provide engineering and environmental monitoring and compliance at the City of Greensboro White Street Landfill, Transfer Station on Burnt Poplar Road, and the Medford Service Center on Patton Avenue. The Department plans to award the three-year contract which will expire on December 31, 2022. The contract value is greater than $100,000, which requires City Council approval.
BACKGROUND:
The Field Operations Department maintains the services of an on-call Engineering firm for solid waste management services. On September 30, 2019, Field Operations Department issued a Request for Qualifications to solicit qualified and experienced firms for professional engineering services related to solid waste for the City of Greensboro. The Department has a variety of needs that may vary annually, to meet regulatory compliance requirements and facilitate solid waste management projects. The contract provides for separate sub-agreements to handle the variety of tasks for individual projects that will arise.
The City held a mandatory pre-bid meeting at the White Street Landfill on October 10, 2019. Prospective bidders were given an opportunity to tour each of the three City of Greensboro facilities (White Street Landfill, Medford Service Center on Patton Avenue, and the Transfer Station on Burnt Poplar Road). This also served as a networking event to foster partnerships between local M/WBE firms and a solid waste firm to team up.
Three firms responded to the City’s request with their submission of proposals including:
Golder Associates, NC, Inc. Local office in Greensboro
HDR Office in Charlotte, NC
S&ME, Inc. Local office in Greensboro
Each firm’s response met the following minimum qualifications:
• Complete and accurate submittal of the specific RFQ components,
• Satisfactory North Carolina corporate licensing, and
• The Project Manager must be a professional engineer or geologist licensed in North Carolina with a minimum of 5 years of directly relevant solid waste consulting experience.
A review committee from the Field Operations Department, Water Resources Department, and the M/WBE Office reviewed all submitted Statements of Qualifications that were received. Based on the proposals, the selection committee rated the firms on the following qualifications:
• Experience on similar projects and familiarity with North Carolina environmental regulations associated with waste disposal activities (30%)
• Uniquely qualified project team to address the projected needs including education and training of personnel (20%)
• Past performance (20%)
• Ability to perform at a level commensurate with the needs of the operation (15%)
• Local Presence (5%)
• M/WBE Participation (10%)
The ranking of firms based on these criteria were:
1) Golder Associates, NC, Inc.
2) HDR Engineering
3) S&ME, Inc.
Golder Associates, NC, Inc. (Golder) was selected as the best qualified firm to perform services based on:
• Qualifications and experience of Golder’s project team;
• Golder’s understanding of the needs of the City and presentation of a vision for enhancements to our solid waste operations;
• Golder’s local presence with an office in Greensboro; and
• Pre-existing relationships with multiple MWBE firms as part of the project team and a broad area of expertise supplied by several M/WBE firms to assist on projects.
BUDGET IMPACT:
The contract term is for three years, estimated at $90,000 annually, and set to begin on January 1, 2020. Funding for this contract is available in the Solid Waste Management fund in account number 551-4306-04.5413.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Field Operations Department that City Council approve the resolution authorizing the contract award for On-Call Professional Engineering Services in the amount of $270,000 to Golder Associates, NC, Inc. over a period of three years.
