PURPOSE:

The Parks and Recreation Department is in the process of accepting nine designated drainage way and open space parcels as described on the approved and recorded subdivision plats listed below. City Council approval of acceptance is requested.

 

BACKGROUND:

The subject property is located at the following addresses: 

 

Parcel #92090 was dedicated by Westminster Homes, Inc. to the City of Greensboro, Guilford County, and the public for drainage way and open space and utility easement on the Final Plat of Section 3 Lakeshore Village recorded in Plat Book 127 Page 19 on December 4, 1997.  This parcel, also known as 5702 R1 River Glen Drive, is approximately 3.2 acres, zoned R-3, and is located in Council District 3.  The parcel was conveyed to Lakeshore Village Homeowners Association, Inc. by General Warranty Deed recorded in Book 4764 Page 54 provided that any land designated as “Open Space” which was accepted for maintenance purposes by a public authority was not included.

 

Parcel #85094 was dedicated by D.R. Horton, Inc. to Guilford County, City of Greensboro, and the public as drainage way and open space and utility easement on the Final Plat of Longmorn Village - Section 2 aka Hartwood Village - Phase 1 recorded in Plat Book 138 Page 6 on June 30, 2000.  This parcel, also known as 5401 ZZ Bradburn Drive, is approximately 5.49 acres and is located in Guilford County.

 

Parcel #65762 was dedicated by Cornwallis Development Co. and Cone Mills Corporation to the City of Greensboro for drainage way and open space on the Final Plat Map 2 of 3 Section Five Phase One Lake Jeanette Subdivision recorded in Plat Book 113 Page 67 on August 29, 1994.  This parcel, also known as 2005 Near Regents Park Lane, is approximately 0.04 acres, zoned R-3, and is located in Council District 3.

 

Parcel #51868 was dedicated by Koury Corporation to City as drainage way and open space on the Final Plat for Dover Elevator Company recorded in Plat Book 109 Page 145 on October 8, 1993.  This parcel, also known as 103 YY E. JJ Drive, is approximately 0.4 acres, zoned LI, and is located in Council District 1.

 

Parcel #68980 was dedicated by Starmount Company to the City of Greensboro as drainage way and open space on the Plat of Map 1 Weston Woods recorded in Plat Book 118 Page 46 on October 25, 1995.  This parcel, also known as 4004 Near Friendly Acres Drive, is approximately 5.33 acres, zoned CD-RM-12, and is located in Council District 4.

 

Parcel #85359 was dedicated by Chandler Oaks, LLC to the City of Greensboro and public as drainage way and open space on the Final Plat of Chandler Oaks Phase II, Section 1 recorded in Plat Book 166 Page 116 on September 14, 2006.  This parcel, also known as 5249 Near Chandler Oaks Lane, is approximately 1.3 acres, zoned CD-R-5, and is located in Council District 1.  The Guilford County Tax Office lists the current owner as Chandler Oaks Subdivision Owners Association due to a General Warranty Deed recorded in Book 6702 Page 1407 on April 4, 2007, conveying the common elements and wet detention ponds.

 

Parcel #23504 was dedicated by W.C. Hobbs as a park on the Plat of Lennox Park Subdivision recorded in Plat Book 31 Page 60 on November 9, 1961.  This parcel, also known as 1501 Open South English Street, is approximately 2.62 acres, zoned R-5, and is located in Council District 1.

 

Parcel #56723 was dedicated by D.R. Horton, Inc. to Guilford County, the City of Greensboro, and the public as drainage way and open space, stream buffer and utility easement on the Final Plat of Longmorn Village - Section 3 aka Laurel Park - Phase 2A recorded in Plat Book 157 Page 79 on December 1, 2004.  This parcel, also known as 5220 ZZ Cragganmore Drive, is approximately 10.86 acres and is located in Guilford County.

 

Parcel #56723 was dedicated by Brown Realty Company to the City of Greensboro for flood plain and open space on the Plat of Section 8 Friendly Acres recorded in Plat Book 84 Page 96 on January 15, 1997.  This parcel, also known as 1504 YY Worthington Place, is approximately 0.26 acres, zoned R-3, and is located in Council District 4.

 

BUDGET IMPACT:

Funding in the amount of $234.00 for the Guilford County Register of Deeds recording fees are budgeted in the Parks and Recreation Department Account #101-5029-01.5288. Funding for the minimal maintenance of the drainage way and open space area is currently budgeted in the Field Operations Right-of Way maintenance budget.

 

RECOMMENDATION / ACTION REQUESTED:

The Parks and Recreation Department and the Parks and Recreation Commission recommend that City Council adopt the resolution to formally accept the dedication of the above referenced drainage way and open space parcels.
