PURPOSE:

Council is requested to approve the execution of a contract for an annual lease of an Event Parking Revenue Management System with ParkHub in the total amount of $261,304. This WIFI computer hand held device system will be used at both the Greensboro Coliseum Complex and the Steven Tanger Center for the Performing Arts (Tanger Center). This will be a 36 month lease agreement that starts on January 1, 2020.  The vendor shall provide, install, service, and manage all equipment and software. The vendor will also provide training to both the Coliseum and Tanger Center staff.

 

BACKGROUND:

The Greensboro Coliseum Complex operates approximately 6,000 parking spaces on site and in the immediate vicinity of the Complex. The Coliseum parking operation supports a multi-use facility that includes a 22,000 seat Arena, Special Event Center, Field House Sports Facility, Amphitheater, and Aquatics Facility. The Tanger Center will operate 343 on-site parking spaces as well as operate three City owned parking garages in the evening hours for Tanger Event  / Parking, as called for in the Tanger Center Project Funding Model to collect City Garage Parking Revenue to meet annual Bond Payments.

 

M/WBE:

The M/WBE office confirmed that the Park Hub system is a sole proprietary system. An M/WBE waiver is attached. 

 

BUDGET IMPACT:

This Park Hub System was budgeted in the Coliseum’s 2019/20 annual budget.

RECOMMENDATION / ACTION REQUESTED:

The Coliseum Complex and Tanger Center staff request that City Council approve this lease for Event Parking Management System with ParkHub.
