PURPOSE:
The Greensboro Police Department and the Water Resources Department are partnering to transition police personnel from J. Edward Kitchen Operations Center to property at 2305 Soabar Street. The building is being renovated by A Vogt Construction. This appropriation is necessary to fund a change order for the Soabar Street property construction contract #2017-055B with A Vogt Construction. A budget ordinance needs to be approved by City Council to permit the expenditure of funds.
BACKGROUND:
It is the desire of both departments that the Police Department moves into the office area at the front of the Soabar location which will serve as the Patrol District 2 substation.
On February 20, 2018, the Police Department established grant accounts to support their portion of the Soabar Street construction and up-fitting costs (Res #18-15, Res #18-147, Res #334-18). However, a change order is required to outfit the facility with fire sprinkler systems and small items that were not included in the final construction contract. To fund the change order, the Police Department is creating an additional grant account using NC Department of Revenue Unauthorized Substances Tax Distribution funds.
NCGS 105-113.105 allows local law enforcement agencies to share in the NC Department of Revenue Unauthorized Substances Tax proceeds. The NC Department of Revenue distributes a percentage of the excise tax proceeds to the local law enforcement agency whose investigation led to the assessment.
BUDGET IMPACT:
There is no impact to the police general fund budget. The Police Department wishes to use proceeds of $45,000 of NC Department of Revenue Unauthorized Substances Tax proceeds to fund the change order of contract 2017-055B. The funds will be housed in 220-3579-03.
RECOMMENDATION / ACTION REQUESTED:
It is requested that the City Council adopt the attached budget ordinance.
