PURPOSE:
To establish a plan to reduce energy demand and greenhouse gas emissions.
BACKGROUND:
The Greensboro City Council has made prior commitments to reduce energy and greenhouse gas emissions in accordance with the Paris Accord which aligns with the Intergovernmental Panel on Climate Change (IPCC) reports. In particular, the current Mayor of Greensboro has endorsed both the Mayors National Climate Action Agenda, and more recently, the national Mayors for 100% Agreement, which is also supported by more than 100 other mayors who want to power their communities entirely with renewable energy and transition to 100% clean energy.
These efforts have, to date, not shown significant progress in reducing energy consumption nor significantly reducing greenhouse gas emissions. Therefore, the city should develop an intentional and comprehensive plan with the specific goal of reducing both energy demand and greenhouse gas emissions.
The development and implementation of a strategic energy plan would allow Greensboro to fulfill its commitments to the Mayors National Climate Action Agenda and the National Mayors for 100% Agreement while supporting the state of North Carolina's Executive Order 80 goals and transitioning to 100% renewable energy.
