PURPOSE:

The City of Greensboro is the grantee for the federal Housing Opportunities for Persons with AIDS (HOPWA) grant for the Eligible Metropolitan Statistical Area which serves Guilford, Randolph and Rockingham Counties. Central Carolina Health Network (CCHN) has been selected by the State of North Carolina to coordinate the network of care services for persons living with HIV/AIDS for the Piedmont-Triad region. City Council approval is requested to execute a subrecipient agreement in the amount of $419,625 with CCHN for HOPWA program administration and services.

BACKGROUND:

The U.S. Department of Housing and Urban Development (HUD) allocates annual awards based on HIV/AIDS incidence data from the Center for Disease Control. The HOPWA program addresses the housing needs of low-income persons (below 80% Area Median Income) living with HIV/AIDS and their families. Eligible Housing-related services include supportive services, tenant-based rental assistance, short-term rent, mortgage and utility assistance, permanent housing placement assistance, housing information assistance and resource identification services.

CCHN was selected by the State of North Carolina, through a Request for Applications for HIV Patient Management Model Networks, to lead the network of services for persons living with HIV/AIDS in the Piedmont-Triad region through June 30, 2020. The agency has been the Project Sponsor on behalf of the City of Greensboro since 2012 and has demonstrated the organizational capacity to continue providing services without disruption in 2019-2020.

There are no MWBE program goals for this agreement and the MWBE waiver is attached.

BUDGET IMPACT:

$419,625.00                     220-2102-05.5931    HOPWA FY 18-19

RECOMMENDATION / ACTION REQUESTED:
