PURPOSE:
The City of Greensboro Water Resources Department requests a change order to the sole source purchase (PO-67128) of a Wet Scrubbing Emission Control System from EnviroCare International, Inc. to meet MACT (Maximum Achievable Control Technology) air emission standards for Fluidized Bed Incinerator #1 at the T.Z. Osborne Water Reclamation Facility.
BACKGROUND:
Water Resources received approval to sole source the purchase of a wet scrubbing emission control system to meet MACT (Maximum Achievable Control Technology) standards enacted by the Environmental Protection Agency (EPA) in 2016. The Wet Scrubbing Emission Control System was originally purchased as a modification to the existing EnviroCare Tray Scrubber unit at the facility. After the purchase was approved, EnviroCare determined that providing a new complete scrubber unit was more cost effective and it would ensure compliance. This change creates an opportunity to separate the emission system from one scrubber unit to service both incinerators through two separate emission systems. This change will help provide the facility with the capability to operate both incinerators to at the same time. As the amount of sludge being produced increases, there will come a point in time where both incinerators need to operate simultaneously, and having separate emission systems will provide operational flexibility with emission compliance.
