PURPOSE:
The City of Greensboro Water Resources department wishes to enter into a two-year contract with Sharpe's Landscaping & Design, Inc. to provide lawn mowing services to support the City in complying with North Carolina Department of Environmental Quality plant inspection requirements for National Pollutant Discharge Elimination System (NPDES) permit No. NC0047384 and keep the plant site presentable and safe.
BACKGROUND:
The City of Greensboro's T. Z. Osborne Water Reclamation facility sits on 419 acres of which 300+ acres is used as a buffer. The remaining property includes the treatment plant, sewer outfalls and construction laydown areas. Having a mowing service to maintain the grounds keeps the plant in a presentable and safe manner while enabling plant staff to focus on operating and maintaining the treatment plant.
In June 2019, a Request for Proposal (RFP) was issued in order to give an opportunity to companies that perform mowing services. On July 8, 2019, one proposal was received. Sharpe's Landscaping & Design, Inc. is a certified MBE located in Guilford County. Sharpe's has performed the mowing services at the plant since 2017 and has performed satisfactorily. The cost for the weekly mowing services of the plant site is $120,000 and the cost for mowing other specific areas is $19,200.
BUDGET IMPACT:
Funding for this two-year contract, in the amount of $139,200, is budgeted in the Water Resources Enterprise Fund account 501-7056-01.5612. The amount for each fiscal year is...
