PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with CH Engineering, PLLC to provide design services for the Webster Road Stream Stabilization project.

 

BACKGROUND:

Reducing the amount of pollutants carried by stormwater runoff to the community's lakes and streams is an important goal for the City of Greensboro. To achieve this goal, the Stormwater Management Division continuously works to improve and maintain the City's existing stormwater drainage systems, identify and eliminate illicit connections and illegal dumping, educate residents and businesses about various stormwater related issues, and develop plans to address future stormwater management needs.

 

The Webster Road Stream Stabilization project is needed to improve stream bank stabilization and to avoid potential issues in the Webster Road area. The stream that travels through the Stoneybrooke Apartments on Webster Road has experienced significant erosion which has impacted the public sanitary sewer outfall and will soon create issues for the private property if not addressed. The purpose of the contract is to design a stream restoration project to stabilize the stream banks. The stream has been mapped by FEMA and will require extensive floodplain modeling and a no-rise certification. Work under this contract consists of project management and administration, design, permitting, bidding and additional services related with the design of the project.

 

The professional services of CH Engineering’s team are recommended for this project. CH Engineering is an on-call consultant and a local WBE within the twenty-seven MSA.  The design team for the overall contract includes Atkins North America, Inc. and Davenport Engineering, Inc.  CH Engineering will provide surveying services and project coordination and Atkins will provide stream bank stabilization design and floodplain modeling. Davenport, a local MBE, will perform construction administration and project close out for the project. The anticipated MBE utilization for this design services contract is 6.96% of the total contract amount.

 

BUDGET IMPACT:

Funding in the amount of $106,630.45 is budgeted in the Water Resources Stormwater Capital Improvements Fund account 506-7019-02.5410.  A budget adjustment is needed to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve this professional services contract with CH Engineering, PLLC in the amount of $106,630.45 and the associated budget adjustment.
