PURPOSE:
The City of Greensboro Water Resources department wishes to enter into a three-year contract with Meritech, Inc. to provide professional laboratory services to support the City in complying with effluent limitations, monitoring requirements, and standard conditions from Part I A. and Part II of the National Pollutant Discharge Elimination System (NPDES) Permit No. NC0047384.

BACKGROUND:
The City of Greensboro received its most recent NPDES permit renewal for the T. Z. Osborne Water Reclamation Facility on July 1, 2014. As part of the NPDES permit, the City is required to conduct effluent and water quality sampling to show compliance to the permit conditions. The NPDES permit issued for the T. Z. Osborne Water Reclamation Facility includes various sampling and monitoring requirements to determine compliance with the NPDES Permit, the Industrial Waste Pretreatment Program, and the EPA 40 CFR Part 503 Sludge regulations. The facility laboratory performs analyses for most, but not all of the required parameters. A NC Department of Environmental Quality certified lab is needed to perform the other required parameters.

In September 2019, a Request for Proposal (RFP) was issued in order to identify companies that perform these types of professional laboratory services. On October 16, 2019, four proposals were received. A selection committee comprised of internal and external representatives were included in the RFP process.
