PURPOSE:
Allocations are for programs funded through the Workforce Innovation and Opportunity Act (WIOA) administered by the City of Greensboro’s Office of Workforce Development. A budget amendment needs to be approved to allow the expenditure of funds.
BACKGROUND:
1. Includes Detail Sections 1-8 of the attached ordinance. The NC Department of Commerce’s final allocations for the FY 18-19 and 19-20 years were higher than the initial projections. Program funds will be increased in the amount of $18,974.
The PY 2018 WIOA Adult, Dislocated Worker, Youth, and Admin funds are increased in the following amounts:
WIOA Adult 2018 grant in the amount of $2,955
WIOA Dislocated Worker 2018 grant in the amount of $2,572
WIOA Youth 2018 grant in the amount of $3,916
WIOA Admin 2018 grant in the amount of $1,049.
The PY 2019 WIOA Adult, Dislocated Worker, Youth, and Admin funds are increased in the following amounts:
WIOA Adult 2019 grant in the amount of $3,058
WIOA Dislocated Worker 2019 grant in the amount of $534
WIOA Youth 2019 grant in the amount of $4,042
WIOA Admin 2019 grant in the amount of $848.
2. Includes Detail Section 9 in the attached ordinance. The NC Department of Commerce provides Finish Line grants to local WDBs in partnership with local community colleges in order for community college students to complete training. The Guilford WDB has been granted additional funds in the amount of $355,000 effective 10/3/2019, expiring 6/30/2020.
The Guilford WDB Finish Line Fund is increased in the amount of $355,000.
3. Includes Detail Section 10 in the attached ordinance. The NC Department of Commerce provides business services funds to local WDBs based on request. The Guilford WDB has been granted funds in the amount of $75,000 effective 7/15/2019, expiring 12/31/2020.
The Guilford WDB 2018 Business Services Fund is increased in the amount of $75,000.
BUDGET IMPACT:
The attached ordinance results in an increase of $448,974 in the WIOA Fund Budget.
RECOMMENDATION / ACTION REQUESTED:
It is recommended and requested that the City Council adopt the attached budget ordinance establishing and/or adjusting funding in the amount of $448,974 for Workforce Innovation and Opportunity Act Local Area programs.
