PURPOSE:
City Council is requested to hold a public hearing on December 17, 2019 to receive public comments on the award of the 2019 Justice Assistance Grant (JAG) funds in the total amount of $250,102 to be administered by the Greensboro Police Department. The funding will be divided between the Greensboro Police Department, Guilford County Sheriff's Department, and the High Point Police Department. This public hearing is a requirement of the administration of the JAG Grant pursuant to applicable Federal law. The total allocation is $250,102 and the amounts for each jurisdiction are:
* Guilford County: $ 61,034.80
* City of Greensboro: $138,075.20
* City of High Point: $ 50,992
BACKGROUND:
Edward Byrne Memorial Justice Assistance Grant (JAG) Program awards are direct to local jurisdictions. The allocation is from a formula-based, non-competitive federal criminal justice funds which does not require a match. A wide range of activities that support justice based programs are eligible for funding. The grant award is calculated by the Bureau of Justice Statistics, based upon a specific formula and involves the state's share of the national population and the state's share of the country's Part 1 violent crime statistics.
The Police Chief has recommended that the City Manager approve the application; however, the funder requires the grant application be available for review by the governing body and to provide an opportunity for public comment prior to City Council authorization of the application and MOU.
