PURPOSE:
City Council approval is requested for a change order to Contract 2019-5003 for Property Acquisition Support Services needed for water and sewer extensions to the Greensboro Randolph Megasite Project. Additional professional services support is required for property acquisition and design of the first phase of the project. City Council approval is required for this change order with HDR Engineering, Inc for $188,600.

BACKGROUND:
The Professional Services of HDR were requested to perform the property acquisition support services necessary to extend water and sewer utilities to the Greensboro-Randolph Mega Site. Services provided by HDR included field staking of proposed easements, meetings with property owners, design changes related to property acquisition and locating private septic systems. Additional services are needed as part of Change Order 1. CO 1 includes the preparation of 64 additional easement documents for properties related to the project. In addition, CO1 includes changes related to project phasing such as minor design changes for Phase 1 and permitting related to Phase 2. The City decided to follow the phasing approach because of funding and so the contracts are more manageable during construction.

HDR's MWBE commitment on the original contract was 21.06% MBE. HDR proposes to continue their MWBE commitment on the change order, with 24.55% MBE (JC Waller & Associates, PC) and 4.88% WBE (MLA Design Group), bringing the total MWBE commitment for the contra...
