PURPOSE:

The City of Greensboro Metropolitan Planning Organization (through the City) received State Transportation Improvement (STI) funds from the North Carolina Department of Transportation (NCDOT) in the amount of $270,000 to support the J. Douglas Galyon Depot Renovation project. A resolution must be adopted to authorize the City Manager to execute this agreement.

BACKGROUND:

The City of Greensboro successfully received federal funding in the amount of $960,000 through the 2016 FTA Section 5339b Bus and Bus Facilities Discretionary Grant program. These funds will be used for renovation of the GTA Ticketing, Call Center, and Waiting areas of the J. Douglas Galyon Depot. Specific improvements include expansion and relocation of the Operator's Lounge, staff offices, and customer waiting area and restroom facilities. A new 'concierge style' ticket counter and call center and security station will be centrally located to enhance convenience and visibility. At their October 17, 2017 meeting, the Greensboro City Council adopted the budget ordinance for this funding.

The City recently secured State Transportation Improvement (STI) funds from the North Carolina Department of Transportation (NCDOT) in the amount of $270,000 to support this project. The initial City match for the project was $240,000.  The additional State funding will require an additional local match of $30,000; increasing the total local match for the project to $270,000.

BUDGET IMPACT:

Local matching funds for this project will come from Transportation Bond Account 481-4531-01.6567.  A budget adjustment is required to move funding to the correct account.

The original project funding is as follows:

$960,000         (80%) Federal Grant

$240,000         (20%) Local Match

$1,200,000

The revised funding will be as follows:

$960,000        (64%) Federal

$270,000        (18%) Local Match

$270,000        (18%) State Match

$1,500,000

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached resolution authorizing the City of Greensboro to enter into an agreement with the North Carolina Department of Transportation to accept State Transportation Improvement (STI) funds for the J. Douglas Galyon Depot renovation project.
