PURPOSE:
City Council approval is requested to authorize water connections to Alamance Presbyterian Church, located at 4000 Presbyterian Road in Guilford County. City Council approval is required for exceptions to the City of Greensboro policy for water and sewer extensions outside the corporate limits. The proposed utility connections are in Growth Tier 2, which requires immediate annexation under policy. The property cannot be immediately annexed because the City is unable to provide all City services to this location at this time, and does not meet the economic development criteria stipulated within the City of Greensboro Policy for Water and Sewer Services "Outside the Corporate Limits" adopted with amendments by City Council on May 20, 2014.

BACKGROUND:
The Water Resources Department received a request for water connections for Alamance Presbyterian Church, located at 4000 Presbyterian Road. A water main will soon be constructed along this property's frontage due to the utility's need to improve redundancy and reduce line flushing in the Forest Oaks area. The property already has City sewer service due to past improvements under the old City/County Water and Sewer Agreement to address public health concerns due to failing septic systems in this area.

Since the property is located in Tier 2 and cannot be annexed at this time, the City of Greensboro Water and Sewer Services "Outside the Corporate Limits" policy does not administratively allow approval of this type of request, and a specific authorization...
