PURPOSE:

The City of Greensboro has received grant funding from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2019 FTA Congestion Mitigation Air Quality Grant.  A budget ordinance must be approved to allow the expenditures.

 

BACKGROUND:

The CMAQ program funds transportation related environmental projects for areas in nonattainment or maintenance for ozone, carbon monoxide, and/or particulate matter. The City of Greensboro received $1,945,949 in CMAQ funds, to be used to support the purchase of three (3) 40 foot zero emission electric buses that will be used in GTA’s fixed route service. These funds will be used to replace three (3) diesel buses that have exceeded FTA’s useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a heavy duty fixed route bus. GTA has estimated $350,000 per bus savings in fuel and maintenance over a ten year period.

 

The City awarded a contract to Proterra Inc., after a competitive bid process, on January 1, 2018. This contract extends to September 30, 2022. The City will purchase these three (3) replacement buses off of this contract with Proterra, Inc.

 

This purchase is exempted from M/WBE program as the M/WBE Program Plan Policy states on page 3, section III - Scope of M/WBE Program, (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation; are exempted from the plan.

 

BUDGET IMPACT:

The City will be required to provide local matching funds in the amount of $343,403. These funds are budgeted in the Transportation Bond account 481-4531-01.6567. The total project funding is as follows:

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached budget ordinance establishing the budget for the FFY2019 FTA Congestion Mitigation Air Quality grant.
