PURPOSE:
The City of Greensboro Metropolitan Planning Organization (through the City) received a grant award from the Federal Transit Administration (FTA) and North Carolina Department of Transportation (NCDOT) in the amount of $158,400 to support on-going short range service planning activities for the Greensboro Transit Authority (GTA). A budget ordinance must be approved to establish the budget for this grant.

BACKGROUND:
The Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) adopted a resolution authorizing GTA's FY2019-2020 Program of Projects, including the FY2020 FTA Section 5303 Planning Assistance grant, in the amount of $176,000 on May 8, 2019. This grant allows the City (through the Public Transportation Division) to commission a comprehensive customer service analysis. The grant also supports one full-time Transit Services Planner position for the City of Greensboro Department of Transportation.

These activities are exempt from the M/WBE policy as the M/WBE Program Plan Policy states on page 3, section III - Scope of M/WBE Program, (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation; are exempted from the plan.

BUDGET IMPACT:
The City will be required to provide matching funds in the amount of $17,600. These funds are budgeted in the Transit Operations Account Number 564-4531-01. Total funding will be as follows:
