PURPOSE:

City Council to consider widening and installing curb and gutter improvements along Fieldcrest Road on the basis of a Petition for Local Improvements.  City Council shall hold a Public Hearing to consider any property owners objections to the legality of authorizing the assessable roadway improvement project in compliance with City Charter Section 6.140.  City Council approval is requested in order for the work to proceed.

 

BACKGROUND:

Per City Charter Section 6.136 & 137 a petition requesting roadway improvements was signed by the majority of the assessable property owners who own a majority of the adjacent property frontage along the limits of the proposed Fieldcrest Road improvement.  The City Legal Department has verified the sufficiency of the petition and the project is being submitted to the City Council for its consideration.  A Notice of Public Hearing for Local Improvements was mailed to the last known property owners on August 29, 2019 and advertised on September 5, 2019, and a notice of a Public Hearing was published in the PeaceMaker for the Public Hearing to be conducted on September 17th.  At the September 17th meeting of Council, this item was postponed to the October 15th meeting of City Council without further advertising.

 

BUDGET IMPACT:

The estimated construction cost of this project is $530,000.  The properties will be assessed at $23.00 per front foot for the curb and gutter as allowed by City Charter Section 6.131.  The projected recovery through assessments levied against the adjoining properties is approximately $33,000.  Funding has not been established for this project.  The project will be considered for future funding through the City’s Capital Improvement Program (CIP) prioritization process and funding availability.

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends that this roadway improvement project be placed in the City’s Capital Improvement Program for prioritization and future funding consideration.
