PURPOSE:
The Field Operations Department requests City Council approval for a vendor to provide temporary labor services for various sections within the department and subsequently authorize the City Manager to enter into contract negotiations with the selected vendor consistent with the contract specifications found in the RFP. This contract shall be for a three year term and is estimated at $2,999,445 or $999,815 annually. The current contract with Hire Quest, LLC dba Trojan Labor will expire on September 30, 2019.

BACKGROUND:
Since 2006, the Field Operations Department has been contracting with temporary labor staffing firms to ensure timely service delivery in an efficient and effective manner. The department utilizes temporary labor services for: 1) Right of Way Maintenance which includes loose leaf collection, litter collection, mowing, landscaping, central business district operations, and special events; 2) Solid Waste Collections includes bulk and yard waste collections; and 3) Solid Waste Disposal which includes Landfill and Transfer Station operations.

The Field Operations Department conducted a competitive Request for Proposal (RFP) selection process for temporary labor services through the Greensboro Electronic Procurement System (GePS) in Event # 9581. The M/WBE Office provided a list of M/WBE firms from the Greensboro 27-county area to invite and participate in the solicitation opportunity through an outreach email.
