PURPOSE:

City Council approval is requested for a change order to Contract 2016-002A for the T.Z. Osborne Water Reclamation Facility Package 4 Project.  Additional work is required for capacity upgrades at the plant. City Council approval is required for this change order with Adam Robinson for $2,984,834.06.

 

BACKGROUND:

The T.Z. Osborne Wastewater Reclamation Facility (TZO) is currently undergoing capacity upgrades, which involves ending treatment operations at the North Buffalo Water Reclamation Facility to create efficiency in meeting future regulations.  Compliance with the Wastewater Discharge Rule of the Jordan Lake Rules is required by the State by January 2021.  This regulation places further discharge limits on nutrients including nitrogen and will require additional process improvements. Package 4 upgrades include the installation of six new aeration basins, modifications to the existing twelve aeration basins to convert to the Biological Nutrient Removal (BNR) process and the installation of a new parallel air header pipe among other items.

 

The City authorized professional services for design and construction contract 2016-002A with Adams Robinson Enterprises, Inc. on December 15, 2017 to support the T.Z. Osborne Water Reclamation Facility Package 4 Project.  This work consists of the construction of six (6) new BNR stations, conversion of aeration basins 1-12 to BNR basins, which includes new diffusers, air piping, and New Nitrified Recycle (NRCY) pumps; with associated piping, valves, and electrical instrumentations.

 

Change Order No. 1 includes the replacement of Aeration Blower #2, including the purchase of a new, single stage centrifugal blower unit, motor, control panel, and accessories, and the mechanical and electrical installation of the blower to be performed by the Contractor. This change order also covers the construction of a new berm and haul road to the north of the plant that is needed to avoid conflicts with ATF federal offset requirements as required by the Greensboro Police Department and federal regulations and enforced by the ATF inspector.  Finally, the backup for blower #2, the PLC connections and required painting are included as part of the change order.

 

The construction team for the original contract included Adams Robinson, and Arco, a local WBE. The M/WBE utilization combined goal was 1.0%. The contractor’s commitment was MBE 0% and WBE 1.3%. For Change Order #1, Adams Robinson included 0.8% MBE and 1.1% WBE.  The total M/WBE participation for the overall contract is 1.90% combined.

 

BUDGET IMPACT:

Funding in the amount of $2,984,834.06 for this construction contract change order are budgeted in the Water Resources Bond Fund account 516-7056-01.6019 A18083. 

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approval of a change order with Adams Robinson Enterprises, Inc. for the construction of T.Z. Osborne Water Reclamation Facility Package 4 Project Contract 2016-002A to provide additional construction services.
