PURPOSE:

A federal grant from the Federal Transit Administration (FTA) requires an agreement between the City and Guilford County. In accordance with North Carolina state statutes, an interlocal agreement requires City Council authorization.

 

BACKGROUND:

Federal Transit Administration (FTA) Section 5310 funds are available for capital and operating expenses that: 1) serve the special needs of transit dependent populations beyond traditional public transportation services, where public transportation is insufficient, inappropriate, or unavailable; 2) fund projects that exceed the requirements of the American with Disabilities Act (ADA); 3) fund projects that shall improve access to fixed route service and decrease reliance of complementary paratransit service; and 4) fund projects that are alternatives to public transportation. The recipient agencies agree to work collaboratively to enable increased opportunities for elderly, disabled, and low income individuals to access transportation for employment, education, and medical needs. The City of Greensboro is the designated recipient for these funds.

 

The Greensboro Urban Area MPO conducted a competitive selection process for funding. At their June 26, 2019 meeting, the Transportation Advisory Committee (TAC) awarded funding to the City of Greensboro Public Transportation Division and Guilford County Transportation and Mobility Services (TAMS) to support eligible operating expenses. Guilford County TAMS will use Section 5310 funding, in the amount of $50,197, to provide transportation services for elderly individuals with disabilities and low income individuals that are on the waiting list to access transportation to employment, education, and medical trips. The City will serve as the lead agency in administering the FTA grant funds for Guilford County.

 

The FTA grant was approved July 10, 2019.

 

BUDGET IMPACT:

Funds for the Guilford County project are budgeted in the following grant account and will be disbursed following adoption of this resolution by City Council and the Guilford County Board of Commissioners.  No additional City funds are required.

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests that the City Council approve the attached resolution authorizing the interlocal agreement with Guilford County.
