PURPOSE:
The Water Resources Department is requesting approval to enter into a professional services contract with Hazen and Sawyer, PC in the amount of $140,400 to perform a pump efficiency and system optimization evaluation of the pumping systems used to treat water, wastewater, collect wastewater, and distribute drinking water to customers.
BACKGROUND:
As a follow up to the City of Greensboro's LEED for Cities application and certification process, Water Resources is proposing a study to evaluate the energy efficiency of pumps used for treating water, wastewater, collecting wastewater, and distributing finished water to customers. In order to accomplish this evaluation, pumps and pump systems will be studied to determine the Pump Energy Index (PEI) and compare it to the Department of Energy's (DOE) Energy Conservation Standards for Pumps (10 CFR 429 and 431). In order to achieve the LEED for Cities Energy Efficiency Credit, a minimum of 50% of the City’s pumps have to meet the required energy efficiency performance standard. This project also entails a task that looks at what is required to optimize low efficiency pumps and pump systems.
Hazen & Sawyer, PC was chosen for this post-LEED for Cities certification process evaluation based on their extensive knowledge of the city’s treatment and distribution system operations as well as their selection for the department’s list of on-call professional services consultants. The Engineering Services team will include Hazen & Sawyer PC, and SAMR, PLLC (SAMR). SAMR is a local MBE and their utilization is 13.0% of the contract amount. No goal was set for this contract because there is no process for setting goals for professional services contracts.
BUDGET IMPACT:
Funding for this project in the amount of $140,400 is budgeted in the following Water Resources Enterprise accounts: 501-7023-01.5413 in the amount of $46,800; 501-7056-01.5413 in the amount of $46,800; and 501-7071-01.5413 in the amount of $46,800.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests that City Council approve the contract with Hazen and Sawyer, PC for a Pump Efficiency and System Optimization Evaluation in the amount of $140,400.
