PURPOSE:

The Engineering & Inspections Department requests the level of City Manager approval to be increased to $50,000 for property acquisitions.

 

The current threshold is $15,000.  The increase to $50,000 would facilitate quicker approval of offers, a accelerate payment to property owners, and make for efficient process.

 

BACKGROUND:

Acquisition for projects are given to Engineering & Inspections after City Council has approved a Project. Procedures are in place for consistent property purchase offers at all levels both above and below the current $15,000 threshold.  Generally, these acquisitions are required to be met in a timely manner particularly as they relate to federally reimbursable projects.  The process to include the purchase on a City Council agenda usually takes two to three months.  This lengthens the acquisition phase of the project which can ultimately lead to delays in construction.  Additionally, the property owners are also subject to waiting longer for the receipt of funds.

 

City Council previously authorized a project specific threshold of $50,000 for acquisitions related to the Mega Site Project.  This process has worked well for the acquisition of 127 parcels related to the project none of which exceeded the $50,000 threshold thus we are requesting expansion of this authority.

 

BUDGET IMPACT:

No budget impacts are expected with this process change.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Department of Engineering & Inspections that City Council approve the Revision of the Approval Levels for Property Offers and Acquisition.
