PURPOSE:

The Greensboro Parks and Recreation Department has received a grant in the amount of $2,500 to provide funding to support the department’s implementation of a Challenger Flag Football League program. The grant has been received from the Foundation for the Carolinas, which administers Carolina Panthers Charities. To accept this grant, a budget amendment is requested from Greensboro City Council in accordance with current city fiscal procedures.

BACKGROUND:

The Challenger Flag Football League will allow for Greensboro Parks and Recreation to continue to provide an inclusive flag football program so that individuals of all abilities can participate and learn the fundamentals of football. Acceptance of this grant allows the City to continue its outreach and commitment to providing adaptive and inclusive recreation opportunities. The department’s Adaptive and Inclusive Recreation (AIR) Unit is partnering with Proehlific Park and the Arc of Greensboro to offer the program.

The one-time, non-matching grant is being provided by the Foundation for the Carolinas Fund which administers Carolina Panthers Charities. The Carolina Panthers Charities has granted a total of $131 million in grants as of May 2017.  Today, the Foundation for the Carolinas is one of the largest community foundations in the United States.

BUDGET IMPACT:

No match is required from the City to secure this grant and this program will not impact the Parks and Recreation budget. In order to provide a more inclusive experience in Flag Football for those with disabilities, the Parks and Recreation Department will use the $2,500 grant to provide all program supplies needed to operate the program and the post-season awards and banquet.

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council accept the Carolina Panthers Challenger League grant and adopt the attached budget ordinance to establish funding in the amount of $2,500 for the program.
